When saving to .p8.png, PICO-8 flattens the #include directives. But it does not do that with the HTML exports, resulting in broken exports:

Wanna give this a signal boost as I appear to be suffering the same problem. Assuming it's just me missing something but...

So for now you need to save as .p8.png and then load the png before exporting as HTML.

Exactly. And there is no way to script this (saving as .p8.png) from the commandline AFAIK.
