I would like to be able to use my games from Android browser.

I know that this is possible because I saw a few games doing it.

I am using latest PICO-8 version but, if I export to html, this is not working:

No, it appears that the web player export from PICO-8 is different to the web player the BBS uses - which does show the touch controls.
I think (and hope) the next version of PICO-8 will fix this. AFAIK, anyway.

Is it possible to publish a game in the BBS?
