I have also tried passing the -width and -height flags.

Yup.. Broken.. Workaround: Open in a window, then drag the window to the size you want.

same thing on mint 17 cinnamon, with fullscreen_method 0 (so-called 'safe' default). though methods 1 & 2 work as intended for me.
