In fact, the 5323 is higher than the real maximum :
To reach the gems in the top left screen, you need to eat at least three grey walls. That's a much bigger loss on top of the already ignored difficulty of merging the corner tiles of the map.
About the dogs merging into cheese for 230 appetite, it's always fun to make games misbehave by providing them with hand corrupted maps or saves.
Programmatically, it makes sense, dog is tile 30 and merges into tile 31 (cheese) and gain is 14+9*24, just super funny and surrealist.
