it only lets me load the same squares in the pen over and over. even if they aren't same color/type in col/row. and i cant set sail.

You need to complete the overall answer first with your pen and paper like what sudoku does, then fill in the three blanks according to what the answer is.
And another hint:

you mean literally do it outside of the game with pen and paper? If that is the case, my suggestion is to restructure the game so that everything can be done on-screen. (maybe that's not what you mean since in the game there is a 'pen' for holding the fish...?)
